Consider and take action on a resolution authorizing a one year agreement with Republic Services for grit screening/sludge transportation and disposal services in an amount not to exceed $286,340.00 with an option to renew the agreement for two additional one year periods (Director of Finance)
Background:
Approval of this item will award the bid to Republic Services for grit screening/sludge transportation and disposal for all wastewater treatment plants.
Presently, the City’s two activated sludge wastewater plants produce an average monthly yield of approximately 150 dry tons/50 loads of de-watered sludge cake at 17 to 24 percent (%) solids content. The de-watered sludge cake is then transported from the Southwest Water Reclamation Facility (SWWRF) and the Dallas Salmon Wastewater Treatment Plant (DSWWTP) to a Texas Commission on Environmental Quality (TCEQ) permitted solid waste landfill. Incidental liquid sludge loads are transferred between DSWWTP and SWWRF. Quantities are estimates based on historical sludge production and are not guaranteed for the term of contract.
Grit screenings from the above mentioned treatment facilities are also disposed of at the TCEQ permitted landfill. These facilities currently produce approximately 22 loads or 7260 cubic yards annually. Historically, these two similar services were bid as separate contracts, and were recently combined to streamline the bid process and take advantage of the economy of scale price advantages.
The City’s existing contract with Republic Services, which has hauled League City’s sludge since 2013 (original File #13-0889), is due to expire on May 31, 2016 (extended in 2015, File # 15-0326).
The City awarded a six month contract, with Republic Services, solely for grit screening and hauling which also expires on May 31, 2016.
