Consider and take action on a request for Consent to Encroach for proposed private sanitary force main improvements within the City's right-of-way to serve the residential development at 706 Coryell Street (Deputy City Manager)
 
Background:
If approved, this Consent to Encroach will allow the property owner to construct a private sanitary sewer force main within the City's Coryell Street right-of-way.
 
Mr. William Whittle and Ms. Holly Whittle are constructing a new residence at 706 Coryell Street at the northwesterly corner of Coryell Street's intersection with Kansas Avenue. Since the City does not have a reasonably accessible gravity sewer main to which a gravity service can be connected, the Whittle's have requested permission to extend approximately 255 linear feet of private 2-inch diameter force main sewer line within the Coryell Street right-of-way from their property to the nearest accessible City sanitary sewer manhole located at the intersection of Coryell Street with Colorado Avenue.
 
The proposed private sanitary sewer force main plans are being prepared by a professional engineer at the Whittle's expense.  Construction of the private force main will not proceed until the plans have been reviewed and approved by the City.  The Whittle's are to pay the City fee of $463.50 based upon the following formula:
 
255 linear feet / 16.5 feet per rod = 15.45 rods
$15 x 2-inch diameter pipe x 15.45 rods = $463.50
 
The City is not giving up any of its rights and the Whittles are responsible for any maintenance and repairs to the force main.  A copy of the proposed Consent to Encroach document is attached, as is an aerial location map depicting the general location of the proposed private force main.
