Consider and take action on a request to install speed humps near 211-212 Cedar Point Drive and along 411-412 Cedar Point Drive, within Cedar Landing, Section 2 (Deputy City Manager)
Background:
Approval of this item will allow speed humps to be installed at the following locations, 211-212 Cedar Point Drive and 411-412 Cedar Point Drive, within the Cedar Landing, Section 2 subdivision.
Based on a request by the Cedar Landing HOA, to help control speeding and address cut through traffic along this roadway, a speed study was conducted by the League City Police Department from October 31, 2014 through November 6, 2014 at 500 Cedar Point Drive and from November 3, 2014 through November 9, 2014 at 200 Cedar Point Drive.
The results of the speed study indicated 85 percentile speeds of 18.8 mph and 25.3 at the two locations evaluated with approximately 470 vehicles per day. The posted speed limit on Cedar Point Drive is 25 mph. Because the 85th percentile speed is less than 35 mph, the residents on the street were required to sign a petition with two-thirds the residents supporting the request for speed humps - for it to move forward. There are fifty-four (54) lots along the street; petition signed by thirty nine residents (39) which represents seventy two (72) percent. The adopted policy provides for the installation of speed humps with 2/3 support of homes on the street and City Council approval.
The Cedar Point HOA has indicated in writing their support of the speed hump installation and agreed to cover half of the cost for the purchase and installation of the speed humps and signs.
The total estimated cost of speed hump installation is $3,665.
