Background:
Approval of this item will provide for a one-year final term of the existing contract with Republic Services for the transportation and disposal of sludge from the City’s three wastewater treatment facilities at current pricing.
The City’s wastewater facilities produce an average monthly yield of approximately 75,000 gallons/ 15 loads per month of liquid biosolids (sludge), which is tanker transported and 150 dry tons/ 50 loads of de-watered biosolids (sludge cake) which is roll-off transported. The sludge cake is transported for disposal from the Southwest Water Reclamation Facility (SWWRF), and the Dallas Salmon Wastewater Treatment Plant (DSWWTP), to a Texas Commission on Environmental Quality (TCEQ) permitted co-disposal landfill. Liquid sludge is transferred for dewatering from the Countryside Wastewater Treatment Plant (CSWWTP), to DSWWTP, approximately six (6) miles one way, and/or to SWWRF, approximately three (3) miles one way. Wastewater treatment generated sludge must be disposed of in accordance with TCEQ regulations.

On March 14, 2013, the City received two (2) bids for this service. On March 26, 2013, Council approved a one (1) year contract with Republic Services for Sludge Transportation and Disposal and was subsequently renewed for a one (1) year period on June 10, 2014. This contract may be renewed for a final one (1) year period upon the mutual agreement of both parties. This service will be rebid in early spring of 2016.

Republic has agreed to hold current pricing on all items for an additional year at the original pricing submitted in 2013. Republic has provided good service and has handled the City’s service in a timely and adequate manner.
