Consider and take action to approve an agreement with Vortex USA, Inc., for the design and construction of the splash pad at Hometown Heroes Park [PK0903] for a cost not to exceed $440,293 and approve a work change directive of $22,014.65 (5 percent of the construction cost) (Director of Engineering)

Background:
Approval of this item will allow the City to enter into an agreement with Vortex USA, Inc., for the design/build services required to construct a splashpad with a spray area equal to 1,551 square feet (total area of 2,509 square feet), including 13 spray features, water quality management system and a $15,000 landscape allowance.

The City solicited for proposals for design/build services (RFP 15-013), in accordance with state and local laws. Two proposals were received and an evaluation team of City staff reviewed and ranked the proposals (see attached bid tabulation). Vortex USA was the unanimous choice.

The proposal required vendors to submit two themes, around which water spray features were to be designed. At a City Council workshop held April 27, 2015, Council was presented with the two themes and Vortex Option 2, “Heroes Design” was the preferred design. The “Heroes Design” theme centers on a “tipping bucket” and a “custom plane” as its features and is supported by various other spray features. As presented, this design will accommodate 100-167 patrons and will use up to 139.5 gallons/minute of water. Included in the proposal, is a “water quality management system” which will capture used water from the splashpad, treat, disinfect and pump back to the splash pad. The system will reduce the need for metered water to operate to about 2,200 gallons/day, which will vary depending on use. The proposal also included an allowance of $75,000 for landscaping which has been reduced to $15,000.
