Consider and take action on approval of a Professional Services Agreement with R. G. Miller Engineers for Ervin Road from Calder Road to Hobbs Road in the total amount of $744,284 (Deputy City Manager)
Background:
Approval of this item will authorize a Professional Services Agreement for the design of Ervin Road from Calder Road to Hobbs Road which is included in the FY2016 CIP budget.
The Master Mobility Plan shows Ervin Road as a four-lane divided minor arterial with a required 100 feet of right-of-way. The design for Ervin Road will be a four-lane divided concrete paved road with curb and gutters. This design will also include ten foot trails, on both sides, in accordance with the Trails Master Plan. The project length is approximately 3,200 feet, from Hobbs Road to Calder Road. In addition, this project had included approximately 1,500 feet of Hobbs Road. Since the original project scope, development has occurred and parts of the project have either been built or are planned for construction to extend Hobbs to the intersection with Ervin. Therefore, the Hobbs extension it is not included in the current design. The design will also include drainage facilities, property appraisals and land acquisition services.
At this time, the project will construct a half-section (two lanes) with appropriate turn lanes. This will include the acquisition of a total right-of-way of 100 feet and will not include any trails. Staff solicited a proposal from R. G. Miller Engineers, a company included in the short list of consultants for paving and drainage services.
R. G. Miller submitted a proposal that appears reasonable and breaks down the project as follows: Phase I, Preliminary Engineering Report (30% plans) in the total amount of $ 420,577; Phase II, preparation of final design drawings and specifications (60%, 90% and 100% plan submissions) in the total amount of $ 275,387; and Phase III, bidding and construction phase services in the total amount of $48...
