Consider and take action to award a contract for on-call roadway markings with Stripe-A-Line, Inc. (Deputy City Manager)
Background:
Approval of this item will award an initial contract for installation of roadway markings though a unit price on-call contract for the fiscal year beginning October 1, 2015 and ending on September 30, 2016 with an option for two one-year renewals. The bid quantities on the invitation were given as a base for comparison and do not reflect actual needed quantities. The City has budgeted and expects to expend approximately $95,000 for the first year of this agreement and anticipate similar budgets in the option years.
The quantities used in the bid form are just an estimate used to approximate the total work required. The work will be paid based on specific work orders and the unit prices for completion of work. The work orders will be developed throughout the year based on needs. Each individual work order may include multiple locations, but will include a minimum of $5,000 worth of markings. An example of an initial work order would include the remarking of League City Parkway from IH 45 to Bay Area Boulevard, Big League Dreams Parkway and Education Village Drive. As each work order is developed, the contractor will work with staff to develop a schedule for completion of the roadway markings. Typically, work will be completed within 21 days of the issuance of a work order.
One sealed bid for the project was received, publicly opened and read on Tuesday, September 22, 2015. A copy of the bid is attached. The City staff confirms that prices are within the typical range for this type of work. The City’s recommendation is to award the contract to Stripe-A-Line, Inc., for on-call roadway markings.
