Consider and take action on a resolution in support of the application for a continuation grant from the Office of the Governor of Texas, Criminal Justice Division for the League City Police Department Crime Victim Assistance Program (Chief of Police)

Background:
On September 27, 2011, City Council approved acceptance of the grant awarded from the Office of the Governor of the State of Texas, Criminal Justice Division, to hire a full-time, civilian Licensed Master Social Worker (LMSW) and create a Crime Victim Advocate Unit of the League City Police Department. After a nationwide search, a person was selected and hired for this position with employment beginning on February 8, 2012.

In February 2015, this grant was approved by City Council for another one-year term. League City Police Department received notification on September 10, 2015 that the Office of the Governor had extended our grant to two years or 25 months. The Office of the Governor has also changed the fiscal period originally established as September 1 through August 31 to now mirror our fiscal period of October 1 through September 30.

This grant will now cover the Crime Victim Advocate Program for FY 2016 and FY 2017, funding two years of salary, benefits, and supplies. The total budget for the next 25 months is $210,798.57. The Office of the Governor will be responsible for $165,076.00. The total the city is responsible for is $45,722.57. Of that amount, the city will provide a 73% monetary match in the amount of $33,223.09 and an in-kind match of 27% through volunteers and interns in the amount of $12,499.48 over the next two years. With the approval of this resolution, the grant will be accepted and signed off by the Finance Director. The funding begins September 1, 2015 and ends on September 30, 2017.
