Consider and take action to ratify the contract with David White Construction for the emergency repair of the 54-inch storm sewer pipe outfall on West Nasa Road in the amount of $106,323 (Deputy City Manager)
Background:
Approval of this item will ratify the contract with David White Construction for the emergency repair of the 54-inch storm sewer pipe outfall on West Nasa Road in the amount of $106,323.
The 54-inch storm sewer pipe outfall, located on Nasa Road West, near Grissom Road, was discovered separated and collapsed in two locations, causing the migration of soil into the pipe; resulting in the obstruction of the drainage and creation of two large sinkholes between two residential structures. This storm sewer pipe outfall was constructed in 1991 by Harris County. It was determined that if immediate repairs were not made, the residential structures could be undermined, causing sever property damage.
The construction generally consisted of the removal of 145 LF of 54-inch corrugated metal pipe and replacement with 145 LF of 60-inch high density polyethylene pipe.
Staff solicited quotes from three local utility contractors that were willing to respond quickly. These contractors have performed several emergency repairs for the City in the past. The quotes received were as follows:
1. David Wight Construction $106,323.00
2. D. Wagner Construction $115,273.75
3. Base Construction $159,520.00
Based on the quotes, David Wight Construction Co. Ltd was authorized by staff to proceed with the emergency repairs. Funds are available for this repair in the street and drainage repairs and maintenance budget item. Being that the cost for this emergency repair exceeds the $50,000 staff approval limit, it is necessary to obtain City Council approval to ratify this contract. This emergency repair may necessitate a budget amendment or need to delay in the project for the repainting of the Bay Area Boulevard bridges that was programmed for FY2016. A ...
