Consider and take action on a resolution authorizing a professional services agreement with Jones and Carter, Inc. for the North Kansas Avenue Reconstruction Project (RE1702A) in an amount not to exceed $299,894 (Deputy City Manager)

Background:
Approval of this resolution will authorize a professional services agreement with Jones and Carter, Inc. to perform the Engineering Design and Construction Phase Services related to the North Kansas Avenue Reconstruction Project (RE1702A) not to exceed $299,894.

The scope of this project includes pavement reconstruction, water line and sanitary sewer line replacement within the right-of-way (ROW), and drainage improvements on North Kansas Avenue from 4th Street to Clear Creek. The design will consist of roadside ditches with stormwater inlets instead of a more formal curb and gutter design in order to maintain a rural aesthetic. Drainage ditch and utility improvements will be designed within the existing ROW, if possible.

Jones and Carter’s proposal to perform the preliminary engineering, engineering design, and construction phase services not to exceed $320,694, includes the following:

(1) Preliminary Engineering Phase $ 70,000
(2) Design Phase $104,000
(3) Construction Phase Services $ 25,000
(4) Additional Services $100,894
Total $299,894

By State law engineering services must be a qualifications based selection. Upon selection of the engineer, scope is defined and fees are negotiated on a case by case basis. In April of 2014, the City of League City went through a selection process where firms were prequalified for a three year term based on a number of factors including firm/staff qualifications, experience, available resources, references, geographic location, and responsiveness.
