Consider and take action on Ordinance No. 2017-07 to temporarily reduce the posted speed along IH-45 southbound and northbound main lanes and frontage roads beginning from 0.452 miles south of FM 518 to north of FM 517 within city limits, for a distance of approximately 2.02 miles - Second Reading (Director of Public Works)
Council approved first reading 8-0-0 on February 14, 2017.
Background:
Approval of this ordinance will authorize the reduction of the posted speed on the IH-45 southbound and northbound mainlines and frontage roads for the duration of the TxDOT IH-45 roadway upgrade project. The speed limits shall be reduced from 65 MPH to 55 MPH and 55 MPH to 45 MPH, for the main lanes and frontage roads, respectively. This will be for the duration of the Texas Department of Transportation (TxDOT) IH 45 roadway upgrade project.
TxDOT notified city engineering staff on January 26, 2017 that it is beginning the construction of the subject project. In order to legally post reduced speed signs, TxDOT will need a signed construction zone ordinance from the City of League City. The proposed construction speed zones for the above mentioned construction zones are as follows:
1. IH 45 Main lanes: at 55 MPH
2. IH 45 Frontage Roads: at 45 MPH
The anticipated start and completion date has not been stated by TxDOT at this time. Upon completion of the construction and removal of the traffic control devices the speed limit will return to 65 MPH and 55 MPH, respectively, for the main lanes and frontage roads.
