Consider and take action on a resolution authorizing a professional services agreement with ARKK Engineers for the 2017 Water Line Improvements Project (WT1302A) in an amount not to exceed $254,550 (Director of Public Works)

Background:
Approval of this resolution will authorize a professional services agreement with ARKK Engineers for the design and construction phase services related to the 2017 Water Line Improvements Project (WT1302A).

This is an annual program to systematically replace water system infrastructure that has outlived its useful life or is required to be upgraded to conform to existing construction standards. The water lines selected for replacement in this year’s program are located in the Newport subdivision area which was constructed in the 1960s-1970s, with asbestos-cement water pipes. Asbestos-cement is a brittle material and pipes require regular repairs and replacement during wet-dry periods due to subsurface soil movements. This year’s project will generally consist of the replacement of approximately 20,000 linear feet of water line, typically ranging from 2 to 8-inches in diameter. This project will be funded for construction in FY2018, in the estimated amount of $1,800,000.

ARKK Engineers was approved as one of the short listed professional service providers for water and wastewater design services under Agenda Item 11G on April 14, 2015. They have been instrumental in the City’s annual program of engineering, evaluating and upgrading the water system since the program was implemented in 2012. ARKK is currently under contract with the City for the design and construction phase services of the 2016 Waterline Improvement Project, which is now under construction in Clear Creek Village.

ARKK has submitted a proposal to perform the design and construction phase services in an amount not to exceed $254,550, which includes the following:
