Consider and take action on a resolution to approve a new park and facility usage policy (Director of Parks & Cultural Services)

Background:
Approval of this resolution will enact a new policy to apply to both facility rentals and park usage. The current athletic policy for parks was last approved by City Council in 2006. The facility rental policies were last approved in 2010. The new proposed policy will apply to both parks and facilities to avoid inconsistencies in policy enforcement.

The policy is broken down into four sections. Section A refers to general policies that will apply to all renters and users. Section B are policies and ordinances that pertain to parks. Section C consists of policies pertaining to facility rentals. Section D consists of policies pertaining to youth organizations that enter into a joint use agreement with the City. This policy will grant a waiver of facility rental fees to non-profit 501(c)(3) organizations at the Civic Center and Recreation Center, which is consistent with the parks policy. Events lasting longer than 2 hours in duration are limited to one waiver of fees per year, which is also consistent with the parks policy. This policy will also allow City staff to provide clear and consistent direction regarding park and facility usage, alcohol requirements, employee and council rental discounts, rental refund policy, geocaching, soliciting in parks and facilities and food sales. Parks Board reviewed and approved the new policy on March 2, 2017.
