Background:
If approved, this item will allow the League City Lions Club to use City rights-of-way for the purpose of conducting an event. The City will provide equipment to support traffic flow as detailed below. This will be done in accordance with the traffic plan approved by the League City Police Department. The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs. All barricades will be manned by uniformed officers and police volunteers to allow for ingress and egress for single access point roadways.

The application for a permit was received by the League City Police Department requesting the use of City roadways within the City of League City for the purpose of conducting an event entitled “63rd Annual League City Music Festival and BBQ Cook Off”. This event will take place at Walter Hall Park on May 5 and 6, 2017. This event is estimated to draw approximately 25,000 attendees throughout the two-day festival. The applicant has made a request for a variance for the use of SH 3 N. The applicant
