Consider and take action on a resolution adopting the Galveston County, Texas Multi-Jurisdiction Hazard Mitigation Plan for the City of League City, Texas (Emergency Management Coordinator)

Background:
Approval of this resolution will adopt the Galveston County, Texas Multi-Jurisdictional Hazard Mitigation Plan. Through a combined effort with Galveston County and multiple jurisdictions, this Hazard Mitigation plan has been developed to increase awareness of threats, hazards, and vulnerabilities; build partnerships for risk reduction; identify broadly-supported strategies; identify implementation approaches; and to provide priorities when potential funding sources become available. Adopting this plan gives the city eligibility for FEMA funds in the wake of a disaster to support facility upgrades and repairs. Funding received from FEMA is provided through a 25/75 local to federal match.

Hazard mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. It is most effective when implemented under a comprehensive, long-term mitigation plan. State, tribal, and local governments engage in hazard mitigation planning to identify risks and vulnerabilities associated with natural disasters, and develop long-term strategies for protecting people and property from future hazard events. Mitigation plans are key to breaking the cycle of disaster damage, reconstruction, and repeated damage.

This version of the mitigation plan has been in progress for almost two years, and has spent the last year in various states of state and federal review. FEMA has issued an approval pending adoption for this plan. Once adopted this will be a FEMA approved plan. Once adoption of the plan has occurred, the update process for this plan will begin, updating priorities, progress, or removing and adding new projects. It is important to note that the plan can be amended at any time after adoption.
