Consider and take action on a resolution approving an amendment to the professional services agreement with Jones & Carter, Inc. for the Dallas Salmon Effluent Discharge Project (WW1601) to increase the scope of services in an amount not to exceed $84,800 (Director of Public Works)

Background:
Approval of this resolution will authorize Jones & Carter, Inc. to perform additional design services related to an increase to their scope of services for the Dallas Salmon Effluent Discharge Project (WW1601) (the “Project”).

On December 22, 2015, under Resolution 2015-63, the City Council authorized a professional services agreement in the amount of $419,755 with Jones & Carter, Inc. for the design of the project. The first phase of their work under that agreement was to perform a Preliminary Engineering Report (PER) which included obtaining topographic survey information. In the Jones & Carter draft PER, the topographic information revealed that the construction of the then proposed 84-inch diameter effluent outfall pipe would conflict with the City’s existing drainage facilities. Staff concurred with this assesment and is recommending an increase of $84,500 in Jones and Carter's fee to address the drainage improvements concurrently with the outfall.

The original cost for construction of the Dallas Salmon Effluent Outfall piping was budgeted at $4,038,000. During the PER process it was determined that we needed to include the drainage improvements and the reconstruction of N. Kansas from 7th Street to the Creek. This resulted in an increase of the estimated construction cost to $6,198,400. Funding for the increased cost will come from the Kansas Street reinvestment project. With the additional services, Jones & Carter’s total contract amount is $504,555.
