Consider and take action on an ordinance amending Chapter 125 of the League City Code of Ordinances entitled, “Zoning” by amending Sections 125-42 and 125-45 to allow for the combined submittal of site development plans and building permits (Director of Planning and Development)

Planning and Zoning Commission recommended approval, 6-0-0 with two members absent, on April 2, 2018.

Background:
Approval of this ordinance will amend Chapter 125 of the League City Code of Ordinances entitled, “Zoning” by amending Sections 125-42 and 125-45 to allow for the combined submittal of site development plans and building permits.

Since zoning regulations were adopted in 1999, the City of League City has accepted commercial building permits and site development plans separately. The applicant submitted site development plans to the Planning Department and commercial building plans to the Building Department. The two sets of plans were reviewed and approved independently. At times, changes would be made in one set of plans that were not reflected in the other set causing confusion at the time of final inspection. The proposed change to the ordinance will allow the submittal of a single application packet that includes both the site development plan and commercial building plans. With the submittal of both plans, any changes will be reflected in both the site development and commercial building plans and should eliminate any inconsistencies.

The proposed regulations will allow commercial building permits and site development plans to be submitted with a single application and permit. Combining the submittal of site development plan and the commercial building permit more efficient and should decrease review time. The proposed ordinance amendment sets out all required pages for civil submittals and deletes a fee schedule that is inconsistent with the current fee schedule that was adopted by City Council.
