Consider and take action on a resolution authorizing the submission of an application to the Texas Department of Parks and Wildlife for the Texas Recreation Trails Grant Program for Hometown Heroes Park 5K Loop Trail (Director of Parks and Cultural Services)
Background:
Approval of this resolution would meet the requirements of the Grant Application Pre-Approval Process (GAP-AP) and allow city staff to proceed with the grant application process.
TPWD allows for matching grants for Texas Recreational Trails of up to $200,000 per sponsor. If approved for the grant, the City will receive funds to provide for construction of a portion of the 5K Loop Trail as explained in the attached documents. This grant requires matching funds of 20% of the total project cost from the City of up to $50,000. It is anticipated that the City's match will come from the 4B Corporation funds that will also fund the remainder of the project. Funds in the FY2019 CIP are $1,200,000.
The project is a high priority for the Parks Board and is included in the FY2019 CIP. Design and construction estimates will be prepared by TBG Partners via an agreement for $93,000 approved by City Council on June 12, 2018 and executed on June 18, 2018. Construction is estimated at $1,400,000 for a total project cost estimated at $1,493,000.
