Title
Consider and take action on a resolution directing city staff to move forward with the portion of the TxDOT FM518 Bypass Hike & Bike Project that extends from South Shore Boulevard following the north side of the Genco Canal and connects to the CCISD property line (Director of Parks and Cultural Services)

Background:
Approval of this item would authorize staff to move forward with the portion of the trail along the Genco Canal from South Shore Boulevard to the CCISD property line. The FM518 Bypass Hike & Bike Project is managed by TxDOT utilizing Federal Grant Funds in the amount of $4,218,379 (80%) with the City of League City matching funds (4B Funds) of $1,048,800 (20%), for an estimated project total of $5,267,179. The TxDOT construction funding is scheduled for April 2020.

The project was delayed by the City resubmitting a TxDOT approved redesign in 2015. The segment from Davis Road to FM270, including a proposed bridge over Robinson Gully, was removed and replaced with an alternative segment on FM270 from the Genco Canal to Five Corners, connecting to the existing 10-foot wide TxDOT trail at FM518.

In 2017, City Council approved the Parks, Trails, and Open Space Master Plan to include the FM518 Bypass Hike & Bike Project in its entirety and asked staff to work with the stakeholders and develop a consensus for an alternative for the segment from South Shore Boulevard along the Genco Canal to the CCISD property lines.

In April 2018, an update was provided in the City Manager Update (CMU) to remove this segment from current construction considerations to be addressed in future years to prevent impeding the progress and jeopardizing funding from TxDOT.

In July 2018, Parks Board supported a resolution recommending to City Council to move forward with current construction of the FM518 Bypass Hike & Bike Project to include the Fairway Pointe section.
