Consider and take action on a resolution authorizing the city to enter into an agreement with the Texas Parks and Wildlife Department for a 75%/25% State/City matching grant supporting the FM270 Public Boat Ramp Renovation Project (CIP# PK1804), to receive any awarded funds, and also authorizing the city manager to sign any or all documents pertaining to the construction (Director of Parks and Cultural Services)

Background:
Approval of this resolution will authorize the city to enter into an agreement with the Texas Parks and Wildlife Department for a 75%/25% State/City matching grant supporting the FM270 Public Boat Ramp Renovation Project (CIP# PK1804), to receive any awarded funds, and also authorizing the city manager to sign any or all documents pertaining to the construction. The State Highway 270 Boat Ramp, located under the Clear Creek bridge at FM270, was constructed in 1988 and 1989. The nearly 30-year-old boat ramp needs several renovations to the launching ramps, courtesy docks, bulkheads, parking lots and other amenities and support structures.

The Texas Parks and Wildlife Department (TPWD) manages the Boating Access Grant Program, funded by U.S. Fish and Wildlife Service, and provides funding for new construction and renovation of older, existing boat ramps. The maximum amount of funding that TPWD will award is $500,000, or 75% of the project total. $93,000 is budgeted in the FY2019 CIP for planning and design phase. The City of League City must provide the matching 25%, or $166,667, which is budgeted for in the FY2020 CIP.

The grant application process requires a public hearing be conducted by the grantee (the City of League City) to solicit input from the public concerning the grant application and the construction that will take place within the floodplain and within a wetland.
