Background:
Approval of this resolution will ratify the contract with Base Construction for the emergency repair of the 8-inch gravity sanitary sewer line on State Highway 3 in an amount not to exceed $82,375.00.

On Wednesday September 12, 2018, city staff discovered a sinkhole in the median of State Highway 3 at the intersection with League Street. Upon further investigation, the sinkhole was found to be caused by a collapse in an 8-in gravity sanitary sewer line. A trench box was immediately placed in the hole to stabilize the area and prevent damage to the roadway. By-pass pumping operations were started to insure the continuation of sewer service to homes, businesses, and city offices and to avoid any overflows of sanitary sewer.

Due to the possible impact to public health and safety concerns and the high-risk threat of loss of sewer service to City buildings, this has been declared an emergency repair. Staff contacted three reputable contractors to evaluate and provide proposals and the results are as follows:

Base Construction Co. $ 82,375.00
David Wight Construction $ 97,828.00
D. Wagner Construction No Estimate (Due to current work load)

Base Construction provided the lowest estimate in an amount not to exceed $83,375.00 and was given the authorization to mobilize on-site beginning Monday, September 17, 2018. This prompt action ensured continued service to upstream customers and preserved public health and safety during the repair process. Base Construction Co. is expected to complete the repair within a week from mobilization.
