Background:
Approval of this resolution will authorize the transfer of up to $166,176.48 of charity funds collected by League City Police Department Community Outreach Division and held in trust by the City to an account managed by League City Community Outreach and Support Inc.

In March of 2017, the City received funds that were held in a checking account with AMOCO Federal Credit Union for community outreach programs managed by the Police Department's Community Outreach Division. The funds were for the Blue Santa Program (Shop with a Cop) and LCPD Saul Balderas Memorial Golf Tournament. The community outreach fund was created in order to hold these funds in "trust" until a non-profit was created to manage the funds, separate from the City.

The nonprofit, League City Community Outreach and Support Inc. was created in 2018. The organization was registered with the Texas Secretary of State in March of 2018 and an application for tax exempt status was filed with the Internal Revenue Service in July 2018. The current balance in the Community Outreach Fund that is available for transfer, not considering outstanding/unposted expenditures, is $166,176.48.

Staff recommends the transfer of all available funds within the Community Outreach Fund since they were generated by donations for the Blue Santa Program and Golf Tournament. This transfer will be completed incrementally to ensure that all costs that have been incurred by the City during FY 2018 are paid using these funds, this would include outstanding purchasing card expenditures.
