Consider and take action on a resolution authorizing a construction contract with Lucas Construction Co., Inc for the Dickinson Avenue Reconstruction Project (RE1702C), in an amount not to exceed $5,278,276.50, and authorizing the expenditure of an additional $527,828.00 for a construction work change directive budget (Director of Budget & Project Management)
Background:
Approval of this resolution will authorize the award of the construction contract to Lucas Construction Co., Inc for the construction of the Dickinson Avenue Reconstruction Project and authorize funds for a construction work change directive budget.
The reconstruction of Dickinson Ave is part of the FY2017 Street Reconstruction project. The Street Reconstruction project is part of the Reinvestment program which systematically replaces streets and drainage as they wear out and/or become functionally obsolete.
This project involves the reconstruction of Dickinson Ave to a concrete curb and gutter roadway, between West Walker St and League City Parkway (1.14 miles), and then reconstruct the section between League City Parkway and FM646 (1 mile) to a concrete roadway. Additionally, a 10-foot wide multi-use trail will be installed along the East side of the roadway, over its full length, as part of the City’s Master Trails Plan.
Sealed bids for the project were received August 14, 2018 (Bid No. 18-042). Lucas Construction Co., Inc. submitted the lowest bid, based on the A+B bidding system, in the amount of $5,278,276.50 and for a construction time of 230 calendar days. Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation. The FY2019 construction budget for Dickinson Ave is $7.5 million.
