Consider and take action on a resolution authorizing a Memorandum of Understanding (MOU) with the Texas Department of Public Safety in regard to the use of alias social security numbers for undercover operations (Chief of Police)
Background:
If approved, Department representatives will follow all rules and procedures for applying to the Department of Public Safety for Alias Social Security Identification and Driver Licenses. The alias identification will be used for law enforcement purposes only, during the execution of undercover police investigations.
Examples of the type of investigation that alias identifications are needed include, but are not limited to, illicit gaming rooms, massage parlors, narcotics sales and distribution, online predator stings, etc. In cases such as the gambling establishments, they require a membership to gain entry and are requiring a state issued photo identification for that membership and/or entry into the establishment. In the past, League City Detectives have used manpower from other police agencies with alias identifications to gain access to these establishments in an effort to conduct undercover investigations.
