Title
Consider and take action on a resolution authorizing a three-year interlocal agreement with Clear Creek Independent School District (CCISD) for the School Crossing Guard Program for an amount not to exceed $248,927.58 (Chief of Police)

Background:
Approval of this item will continue funding for the CCISD School Crossing Guard Program at League City schools. The 2015 - 2018 Interlocal Agreement with CCISD for School Crossing Guards expired July 31, 2018. As the number of schools and students has increased throughout the City, an additional crossing guard has been added to the program. Specifically, a new crossing guard was added at Goforth Elementary located at Webster and Louisiana.

The addition of this crossing guard since the 2015 contract brings the total to thirteen (13), including one (1) team leader position. The hourly rate for crossing guards is $15.22, and the hourly rate for the team leader is $15.38. The addition of the requested crossing guard brings the total of the new contract to $82,975.86 which is an increase of $9,849.06 from the expired contract of $73,126.80. The new contract will cover the time frame of 2018 - 2021. The City will pay CCISD a flat fee of $82,975.86 per school year paid in two equal installments in January and July. Funds in the amount of $73,127 are budgeted in FY2019 which is $9,848.86 less than the annual payment. The $9,848.86 overage will be covered by savings within the department if possible otherwise a future budget amendment will be required.

It should be noted that there are supplemental funds available for this School Crossing Guard Program as authorized by the State of Texas through the Texas Code of Criminal Procedures under Article 102.14 for the use of a Child Safety Fund.
