Title
Consider and take action on a resolution adopting a schedule of fees pertaining to the Park Development Fund - Chapter 102 of the Code of Ordinances of the City of League City (Director of Planning and Development and Director of Parks and Cultural Services)

Background:
Adoption of this Resolution will create a Park Dedication Fee Schedule

Project Timeline:
Nov. 28, 2006 City Council of League City adopted Ordinance No 2006-100 that created the Parks Ordinance and established a $1,000 fee per dwelling unit.

Project Summary:
In 2016, the City adopted multiple fee schedules associated with different development fees. The fees related to Parks were not included in the new fees schedules because the fees were established by the Park Ordinance. City Council is considering a new Park Ordinance which would not designate the fee within the ordinance. Therefore, a fee schedule must be established for park fees.

The proposed fee of $2,000 per dwelling unit is recommended from the development of the Parks, Trails, and Open Space Master Plan. This was the recommended fee amount after studying cities of similar size and character. Adoption of the new fee schedule is expected to increase department-generated revenue by approximately $796,000 annually (determined by average housing starts over the past three years).

Park Dedication Fee was approved by Parks Board October 4, 2018.

Staff Recommendation:
Staff recommends approval of this Resolution.
