Title
Consider and take action on a resolution authorizing interlocal agreements with the City of Alvin, Alvin Community College, and the City of Pasadena for the City of League City’s use of their respective firing ranges and driving track (Chief of Police)

Background:
The League City Police Department (LCPD) is currently assembling an application packet to the Texas Commission on Law Enforcement (TCOLE) for a Training provider number. If approved by TCOLE, it will allow LCPD to sign off on training and make those submissions to TCOLE without going through another agency with a TCOLE provider number. Currently, LCPD uses Alvin Community College (ACC) to sign off on training provided. Over the last 2 years, LCPD’s training staff has trained 1,089 students receiving 1,338 hours of instruction, and this just includes the training that was conducted at the League City Police Department.

Among the list of requirements by TCOLE in the application for a Training provider number are Interlocal Agreements/Memorandums of Understanding with cities, agencies, or organizations for the use of firing ranges and driving ranges. For years, LCPD has been provided access to firing ranges owned by the City of Alvin, the City of Pasadena, and ACC and the driving range owned by the City of Pasadena without Interlocal Agreements in place. These Interlocal Agreements will provide the necessary requirements for TCOLE’s application process and place agreements in place for necessary operations that are required for LCPD with or without a TCOLE provider number.

The Interlocal Agreements that are attached have been reviewed and approved by the City Attorney.
