Title
Consider and take action on a resolution authorizing the submission of a grant application to the grant program handled by Texas Department of Transportation (TxDOT) entitled “Safe Routes To Schools” (Director of Budget & Project Management)


Background:
Approval of this resolution would meet the requirements of the Grant Application Pre-Approval Process (GAP-AP) and allow staff to proceed with the grant application process, which will include applications for funding for two (2) separate routes to elementary schools. Specifically, the grant would provide safer walking and bicycling routes for children from kindergarten through eighth grade for two (2) CCISD Elementary and Intermediate School Sites through needed linkages to the City of League City Trail System

The first phase of the application process is a Preliminary Application, due by April 12, 2019, which will provide brief project overviews to TxDOT and will include detailed cost estimates for the projects. If either or both of the city’s Preliminary Applications is approved by TxDOT, the City may provide a Detailed Application for the project(s) that will provide sample cross sections and preliminary plans of the sidewalks and their interface with city streets and other trails. The Detailed Application(s) will also include updated construction cost estimates. The Detailed Application is due by August 15, 2019.

TxDOT provides the grants for Safe Routes To Schools (SRTS) with no required match from the local sponsor (the City). Any additional funds the City can devote to the project is advantageous to the grant approval process.

Routes that are being considered and have been agreed to by CCISD staff are:
- From Texas Avenue to Goforth Elementary School along Webster Street. The project may include piping some ditches to provide adequate width for the sidewalk. Alternatively, easements may be acquired, or right-of-way may be purchased along the route.
