Consider and take action on a resolution authorizing a construction contract with Rally Construction, Inc., for the Landing Ditch Improvements at FM518 Project (RE1803K), in the amount of $487,585, and authorizing an additional $48,800 for Construction Work Change Directive budget for a total construction budget of $536,385 (Director of Budget & Project Management)


Background:
Approval of this resolution will authorize the construction contract with Rally Construction, Inc. for construction of the Landing Ditch Improvements at FM518 Project.

The purpose of this project includes repairing the slope failure at Landing Ditch at FM518. It also includes the relocation of an existing water line crossing at Landing Ditch at the slope failure location, valves, services, and all labor, equipment, materials and incidentals. The project also has one (1) Add Alternate which includes approximately 910 Tons of Grade 1 Rip-rap and approximately 235 LF of Shallow Slope erosion repair and all labor, equipment, materials and incidentals required to perform the work.

Six sealed bids for the project were received on October 8, 2019. Rally Construction, Inc. submitted the lowest total bid in the amount of $487,585. Attached is the recommendation of award along with the bid tabulation, prepared by ARKK Engineers, City’s Design Consultant.

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1. Construction contract with Rally Construction, Inc. in the amount of $487,585.
2. Construction work change directive budget in the amount of $48,800 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

Approval of this item totals $536,385 for construction. The project construction budget as listed in the FY2020 CIP is $500,000. To fund the additional $36,385, savings were identified i...
