Consider and take action on a resolution appointing the City of League City Planning and Zoning Commission as the City's Capital Improvements Advisory Committee in association with the City’s 2022 Master Water and Wastewater Plan Updates (Director of Engineering)

Background:
Approval of this resolution will appoint the City of League City Planning and Zoning Commission as the City's Capital Improvements Advisory Committee in association with the City’s 2022 Master Water and Wastewater Plan Updates.

In accordance with Section 395.058 of the Texas Local Government Code, the City is required to appoint a Capital Improvements Advisory Committee to: (1) advise and assist the City in adopting land use assumptions; (2) review the capital improvements plan and file written comments; (3) monitor and evaluate implementation of the capital improvements plan; (4) file semi - annual reports with respect to the progress of the capital improvements plan and report to the City any inequities in implementing the plan or imposing the impact fee; and, (5) advise the City of the need to update or revise the land use assumptions and capital improvements plan. In addition, City Council is required to adopt procedural rules for the advisory committee to follow in carrying out its duties. Section 395.058 also allows for a city's planning and zoning commission to act as the advisory committee if the commission includes at least one representative of the real estate, development, or building industry who is not an employee of a political subdivision or governmental agency. League City's Planning and Zoning Commission meets the criteria to act as the Capital Improvements Advisory Committee as set forth under Section 395.058.

With respect to the issue of adopting procedural rules for the Capital Improvements Advisory Committee, such rules are in place per Section 2-32 of the City's Code of Ordinances.
