Consider and take action on a resolution authorizing a construction contract with Sprint Sand & Clay, LLC for the Dove Meadows and Borden’s Gully Detention Pond Project (DR1903) in an amount of $2,811,142.17 and authorizing a work change directive budget of $281,115 for a total construction budget of $3,092,257.17 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a construction contract to Sprint Sand & Clay, LLC for the Dove Meadows and Borden’s Gully Detention Pond Project (DR1903), which includes constructing an approximately 15-acre detention pond and shelf cut (benching) along Borden’s Gully adjacent the Dove Meadows Subdivision.

The Dove Meadows Subdivision is impacted by existing drainage culverts at Hughes Lane and West Deats Road (which are being evaluated under a separate project), the crossings are designed based on pre-Atlas 14 rainfall data. This area is also impacted by the condition of Dickinson Bayou downstream of these culverts which is not regularly maintained by the City of Dickinson. Based on Atlas 14 rainfall data, this area of League City will be further impacted during the 10-yr, 100-yr, and 500-yr rainfall events. The Dove Meadows Subdivision is the first in this area to see the impacts of the back-up due to undersized crossings and limited maintenance of downstream Dickinson Bayou. The added detention and shelf cut (benching) will reduce the potential for structural flooding in Dove Meadows.

The project advertised for bid June 21, 2022, and four (4) sealed bids were received on July 19, 2022 (Bid No.22-CIP-043). Sprint Sand & Clay, LLC submitted the lowest, responsive and responsible bid, based on the City’s A+B bidding method, in the amount of $2,811,142.17 and 170 calendar days from the Notice to Proceed to Substantial Completion, with an additional 30 days to Final Completion.
