Title
Consider and take action on a resolution authorizing an agreement with Thompson Consulting Services for primary Debris Monitoring Services in the event of an emergency or disaster and two secondary contracts (Emergency Management Coordinator)

Background:
Approval of this proposed resolution will authorize the City Manager to execute a primary contract with Thompson Consulting Services and secondary contracts with Tetra Tech and True North Emergency Management to provide Debris Monitoring Services in the event of an emergency or disaster.

This is a contingent contract to be utilized in the event of an emergency or disaster. In order to qualify for reimbursement from the Federal Emergency Management Agency (FEMA) for debris removal services, all debris operations must be properly monitoring to ensure that loads are compliant with all regulations. This contract must also be procured following all federal purchasing standards found in 2 CFR 200.

Based upon the stated criteria in the RFP, which included qualifications and experience, rates fees and expenses, project design and methodology, reporting capabilities, and references, the evaluation team of Ryan Edghill, Bo Bass, Kristin Gauthier, David Tickell, and Jody Hooks, recommends Thompson Consulting Services as the primary contract. The proposed contract is for an initial three-year term, with two one-year renewal terms available, upon mutual agreement of both parties.

CONTRACT ORIGINATION: Standard City Contract, approved by the City Attorney
