CALL TO ORDER AND ROLL CALL OF MEMBERS  
Mayor Long called the meeting to order at 5:00 p.m. and called the roll. All members of  
Council were present except Mr. Mann. Mr. Crews attended remotely.

PUBLIC COMMENTS  
PRESENTATION AND DISCUSSION REGARDING BOATS, DOCKS AND  
WATERWAYS  
Jeff Allen, Fire Chief gave the presentation.  
The purpose of this ordinance is to provide the legal basis for rules and regulations  
relating to the operation and equipment of boats which is necessary to support the interest,  
health, morals, comforts, safety, convenience and welfare of the existing and future  
populations of the City of League City.  
Recent Issues – Law Enforcement, Health and Safety, Derelict vessels both in marinas  
and within the waterways of League City.  
Vessel Seaworthiness Standard – All vessels moored, docked, or anchored within any  
waterway in the City must remain in a seaworthy condition. A vessel is deemed seaworthy  
when it is structurally sound, safely operable, and compliant with safety and equipment  
standards established by the U.S. Coast Guard, Texas Parks and Wildlife Department, or  
other applicable authority.  
Enforcement of Unseaworthy Vessel – If the City determines a vessel to be unseaworthy,  
written notice shall be issued to the responsible party specifying the basis for the finding  
and a deadline for corrective action not to exceed ten (10) calendar days. Failure to comply  
may result in enforcement action, including removal of the vessel or revocation of any  
applicable permit.  
General Waterway Use and Waterway Stakeholder Responsibilities:  
All waterway stakeholders shall comply with this ordinance  
Waterway stakeholders shall not permit any unseaworthy vessel to dock, moor, or  
remain in a boat slip or marina under their control  
Shall verify that all live board vessels have a valid permit  
Marina operators shall ensure that live-aboard occupancy does not exceed 15% of the  
total slips in the marina

Vessel owner shall also provide written consent authorizing City to remove or relocate the  
vessel under certain conditions:  
Unseaworthy  
Imminent threat to public health, safety, navigation, or environment  
Following the 1-day notice of a permit being revoked  
Following a hearing consistent with this ordinance  
Abandoned Vessels  
The City, through its law enforcement personnel, is authorized to take custody of any  
abandoned vessel within the city in accordance with Texas Transportation Code 683.011  
(follows similar guidance to junk vehicle statues).  
After 20 days a notice has been provided, the city may auction, transfer vessel to TPWD  
or dispose of abandoned vessel. Proceeds from the sale may be retained by the City after  
90 days if not claimed.  
Derelict Vessels  
Any self-propelled watercraft that meets the definition of a junk vehicle under the Texas  
Transportation Code and:  
Is wrecked, dismantled, partially dismantled, discarded, or inoperable  
More than 72 hours on public property or 30 consecutive days on private property  
Constitutes a public nuisance to health, safety, inviting vandalism, obstruction access,  
fire hazard, or contributing to urban blight  
All derelict vessels within the City of League City are declared a public nuisance and  
subject to abatement. Prior to any abatement action the city shall provide written notice to  
the last know registered owner, any recorded lienholders, and owner or occupant of the  
property on which the vehicle is located.
