Mayor Pro Tem Andy Mann – No Comments  
John Bowen – Thank you, Mr. Mayor. I just have one question, that’s rhetorical, and a  
statement. I’d like to really know how the unsigned contract from River Caddis got to the  
Galveston Daily News. I think, personally, that whoever carried that document, that was  
still being discussed in confidence, out to Galveston Daily News should be prosecuted to  
the fullest extent of the law.

Sean Saunders – Two things. One, Mr. Mayor, thank you for bringing up EMS Week this  
week. As everybody knows here, EMS is my passion for 30 years now. I want to commend  
the men and women who answer the calls every day to take care of us in our time of need,  
especially whenever seconds can mean life and death. Again, thank you all for what you do  
for our city. I also want to bring up that on Memorial Day there will be a ceremony held to  
remember our veterans at Fairview Cemetery at 901 North Kansas. It’ll be held Monday,  
May 29 at 10 a.m. Unfortunately, I will be on duty that day. I will not be able to attend, I  
really want to be there, but I can’t. I hope that many people can turn out and honor this.

Tommy Cones – Again, just thank everybody for coming out, but I also want to reiterate  
that this week is EMS Week, from May 21 to 27, and I thank the Mayor for mentioning  
that also earlier. If you see any EMS personnel, please thank them also. They do a great  
job.  
Tom Crews – No Comments  
Mayor Long – If you’ve never been out there, Fairview Cemetery is pretty amazing. It’s a  
really interesting setting right there by the water. Huge oak trees. Really interesting  
history in there, everything from Civil War graves to Japanese rice farmers' graves, and  
obviously many, many veterans. It’s an incredibly interesting place and a really unique  
place and the Memorial Day ceremony is always well attended out there. And we get to  
embarrass a new employee, as well. James Reckaway, so James was born and raised in  
Brazoria County and graduated from high school in 2003. He was in San Diego for the  
Marine Corps boot camp two days later, where he trained to be an infantryman. He later  
deployed to Fallujah, Iraq twice before receiving an honorable discharge. In 2009 he joined  
the police academy and worked for Bay City Police Department for 12 years. He served in  
various roles, including patrol, SWAT, training and administration. He’s now a law student  
at the University of Houston Law Center and currently holds a Bachelors and two Masters  
degrees.
