Consider and take action on a resolution adopting an updated League City employee pay  
scale, an updated League City civil service police officer pay scale, and an updated League  
City EMS pay scale, beginning January 2, 2023 (Director of Human Resources and Civil  
Service)  
A motion was made by Mr. Dugie, seconded by Mr. Hicks, to adopt the updated pay scale as  
recommended by the City Manager except for the Telecommunications and EMS  
departments, for them I would like to adopt the greater rate between the City Manager  
recommendation and the compensation study recommendation plus $3.00 per hour rate  
provided to Council on a spreadsheet as requested by Mr. Hicks and I.  
A motion was made by Mr. Long, seconded by Mr. Mann, to amend to include the increases  
for all of the employees, plus the additional employees of the Telecommunicators and EMS,  
and directing the City Manager to make subsequent cuts in the budget and bring those back  
to City Council. The motion to amend failed by the following vote:

PUBLIC HEARING AND ACTION ITEMS FROM PUBLIC HEARING  
COMMENTS/REPORTS FROM MEMBERS OF COUNCIL  
Announcements concerning items of community interest. No action will be taken or  
discussed.  
Mayor Pro Tem Nick Long – In Library Happenings, on Monday, October 3, join our  
beginning Spanish class and learn basic vocabulary and everyday phrases. This class is for  
adults and takes place from 5:15 to 6:15 p.m. Take part in some gardening activities and  
learn more about how things grow on Wednesday, October 5 on the front lawn in front of  
Courts and adjacent to the library. This program is for children and their families and is  
from 5 to 6 p.m.  
We're having a celebration of renowned historian Alecya Galloway's life and leading  
workshops on genealogy and historical document preservation on Saturday, October 8  
from 10 a.m. to 4 p.m. It's a wonderful way to learn more about family history and to  
remember a woman who gave so much of her time to that endeavor. This program is for  
adults. Thank you, mayor.  
Andy Mann – I almost never speak. A couple of weeks ago there was an email sent out to  
everyone in the city. They needed coaches for 10U flag football. I ignored it. Another one  
came a few days later. I ignored it. Then finally, there was one that was really heartfelt  
that said, look, these 30 kids are not going to be able to play if we don’t find three coaches.  
I called up there and said I’ll volunteer, I’ll coach one of the teams. As the first practice  
came closer and closer, I realized that I know nothing about flag football. I know zero, so I  
started reading the rules and I realized I know even less than what I thought I knew about  
flag football. It was one of those situations that you get into that you try to do what you  
think was right, and you realize what a wrong, poor decision you made. In response, one of  
the parents the other day, I think, felt my hesitance and went out and found someone to  
coach, to help me with coaching. What I would take away from the story is this, anytime  
you try to do something good, even if it’s going to turn into a complete train wreck, you  
should probably give it a shot, because it will probably work out. At the end of the day, the  
kids are going to get to play. There’s my story for the evening.  
Hank Dugie – Thank you, Mr. Mayor. I’ll be quick, I was going to say thank you to Mr.  
Long as library liaison. I know he gives the library all of their great ideas. We had a fine  
free fiesta at the library. I only made the tail end of it but it was a fantastic event. What  
I’ve noticed of the library events of late is that they’re spilling over outside. They’re filling  
the whole building, they’re filling the parking lot. It really is a great sight to see, a facility  
in use. They’re all very different events. They serve very different populations within the  
greater city population. So, I just love what I’m seeing with the library, and I say kudos to  
them for all the work that they’re doing. I think all of the candidates might be here tonight  
or might have been here tonight, so I want to say thank you to them. I want to say to the  
citizens it’s as much on you a responsibility to reach out and to get to know them and meet  
them as it is for them to get out and meet you. It’s difficult to be everywhere all the time.  
Reach out to the candidates, find out what they’re about, what they support, what they’re  
going to do as your elected official, because the election will be here before you know it.  
They’re all working very hard to get in front of you. Meet them halfway, reach out to them,  
I’m sure they’d love to have a conversation. That’s it for me. Thank you, Mr. Mayor.

John Bowen – As we all say our prayers tonight in thanks for the hurricane that’s not  
hitting us, it’s hitting the eastern gulf, please transfer your prayers to their survival and  
well-being. I have family over there as many of you may have, so please say a prayer for  
Florida, Georgia, Alabama and all of the others that are going to be affected by this storm.
