Consider and take action on a resolution authorizing a new public space usage policy and fee schedule for facilities and Helen Hall Library (Assistant City Manager, Executive Director of Facilities and Information Technology, Director of Parks and Cultural Services)

Background:
Approval of this resolution will enact a policy to apply to all public spaces usage. The policy is composed of procedures, regulations, and guidelines designed to ensure that all public space usage is conducted in a safe and efficient manner. The City of League City reserves the right to enforce additional policies and procedures not mentioned in this policy to protect the best interest of the City.

Key points from policy:

1. Policy applies to all public spaces designated by the City of League City as rooms or places appropriate and made available for public usage, excepting the Ballpark at League City and Johnny Arolfo Civic Center.

2. Individual departments may establish rules and/or guidelines, complementary to this policy, associated with the use of specific facilities for which they maintain stewardship.

3. Any League City resident may utilize unoccupied public space on a first-come, first-served (FCFS) basis.

4. No reservations are required for FCFS basis. Check with department city staff for use.

5. For a scheduled event and program where setup is needed, reservations are required.

6. Fee schedule attached for facilities and Helen Hall Library

Policy was reviewed and approved by the Parks Board on November 6, 2023. Policy was reviewed by Library Board on November 21, 2023, and approved on April 16, 2024.
