Title
Consider and take action on a resolution authorizing a construction contract with Boyer, Inc. for the Relift Pump Addition at the Dallas Salmon Wastewater Plant (WW2103A) in an amount not to exceed $750,750, and authorizing a Work Change Directive budget of $35,000, for a total construction budget of $785,750 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of a construction contract to Boyer, Inc. for the Relift Pump Addition at the Dallas Salmon Wastewater Plant (WW2103A) in an amount not to exceed $750,750, and authorizing a Work Change Directive budget of $35,000, for a total construction budget of $785,750.
The relift pump station is a critical component of the Dallas Salmon Wastewater Treatment Plant and its functionality is critical to maintaining treatment and regulatory compliance. This project adds a fifth pump to the Relift Pump Station Center including associated electrical, mechanical and piping improvements.
Two (2) sealed bids were received on April 22, 2024 (Bid No.24-CIP-021). Based on City’s A+B bidding method and bids and contract times received, Boyer, Inc. submitted the lowest responsible and responsive cost value base bid plus extra work items in the amount of $750,750, and 240 calendar days from notice to proceed to final completion. The City staff chose not to accept alternate pump substitute which would have added more cost to project. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation. Due to the nature and scope of the project, staff reduced the amount of the Work Change Directive budget from the standard 10% ($75,075) to $35,000.
The Adopted Budget in the FY2024-2028 CIP for project WW2103, Dallas Salmon Wastewater Treatment Plant Improvements, was $1.16 million.
