Title:

Consider and take action on a resolution to support the Texas Water Development Board decision placing the highest ranking on the Galveston Bay Surge Protection Coastal Storm Risk Management Project (Coastal Texas Project) (City Manager)

Background:

Approval of this item will support a letter from the Mayor applauding the Texas Water Development Board (TWDB) decision placing the highest ranking on the Galveston Bay Surge Protection Coastal Storm Risk Management Project (Coastal Texas Project).

The Texas Water Development Board (TWDB) is hosted a meeting to accept public comments on the Draft 2024 State Flood Plan on May 30, 2024. Stakeholders may also submit written comments via an online form through June 17.

The plan provides the first comprehensive statewide assessment of flood risk and brings together the findings of 15 regional flood plans, as well as legislative and floodplain management recommendations, to guide state, regional, and local flood control policy.

After reviewing public comments received, the Board will consider adopting the 2024 State Flood Plan later this summer before it is due to the legislature on September 1.

On July 25, 2013, Council approved Resolution 2013-29 supporting the “Ike Dike” proposed for a coastal barrier to protect the Houston Galveston region.  In intervening years, a number of actions were taken by Council in support of this effort.  Having the Coastal Texas Project ranked as the number one flood mitigation project in the State Draft Flood Plan is the latest milestone in this effort.

The Mayor’s letter will applaud this ranking by the TWDB and urge their priority support for the Coastal Texas Project when adopting the final plan.
