Consider and take action on a resolution authorizing a three-year interlocal agreement with Clear Creek Independent School District (CCISD) for the School Crossing Guard Program for $115,000 per year (Chief of Police)
Background:
Approval of this item will continue funding for the CCISD School Crossing Guard Program at League City schools. The 2021 - 2024 Interlocal Agreement with CCISD for School Crossing Guards expires on July 31, 2024.
CCISD currently employs 19 school crossing guards for the campuses within the City of League City. The location of each crossing guard is listed in the attached agreement. The cost of each position is approximately $8,500 per year, and this agreement funds approximately $6,052.63 per position, totaling $114,999.97. The interlocal agreement is for $115,000 per school year, paid in two equally divided installments due in January and July. This new agreement will cover the time frame of 2024 - 2027.
It should be noted that there are supplemental funds available for this School Crossing Guard Program as authorized by the State of Texas through the Texas Code of Criminal Procedures under Article 102.014 for the use of a Child Safety Fund. This Article basically states that additional court costs are charged for citations issued for certain offenses, and these funds will be transferred into a Child Safety Fund, which can be used to reimburse the costs of school crossing guards.
The City of League City has a Child Safety Fund, but the available funds are not enough to neutralize the costs at this time. The following are the receipts since FY2021: (General Fund Child Safety Program Fees #0100-# 43580)

FY2023: $4,378.00
FY2024: $4,132.59 (10/1-7/31)
