Consider and take action on a resolution authorizing a construction contract with ISJ Underground Utilities, LLC for the Jarbo Bayou Force Main Replacement Project (WW1801J) in an amount not to exceed $252,318.50, and authorizing a Work Change Directive budget of $25,230 for a total construction budget not to exceed $277,548.50 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a construction contract with ISJ Underground Utilities, LLC for the Jarbo Bayou Force Main Replacement Project (WW1801J) in an amount not to exceed $252,318.50, and authorizing a Work Change Directive budget of $25,230 for a total construction budget not to exceed $277,548.50.
This project is part of the Sanitary Sewer Annual Rehab Program intended to repair/replace the City’s aging sanitary sewer collection system. This project scope includes the replacement of existing 6” force main with 370 feet of new 8” force main across Jarbo Bayou. The existing 6” force main which was installed in 1992 is in a concrete encasement, laid at the bottom of Jarbo Bayou. This installation is susceptible to storm events in the bayou as well as some risk of contamination from possible line leakage. The new force main will be installed using directional drill method adjacent to the old line but approximately 4’ below bottom of the channel. New line will be pressure tested prior to removal of existing line from service. The lift station has adequate capacity to handle the connection of the new line without the use of bypass pumping.
Three (3) sealed bids were received on August 20, 2024 (Bid #24-047). Based on the City’s A+B bidding method and bids and contract times received, ISJ Underground Utilities, LLC, submitted the lowest responsible and responsive cost value bid in the amount of $252,318.50, and 45 calendar days to reach substantial completion.
