Title

Consider and take action on a resolution authorizing a construction contract with CFG Industries, LLC for the Hwy 3 Water Plant - 1 MG Ground Storage Tank Interior Coating Project (WT1802D), in the amount not to exceed $799,800. and authorizing an additional $79,980 for a Work Change Directive budget, for a total construction budget of $879,780 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize the award of the construction contract to CFG Industries, LLC for the construction of the Hwy 3 Water Plant - 1 MG Ground Storage Tank Interior Coating Project (WT1802D) in the amount not to exceed $799,800 and authorizing an additional $79,980 for a Work Change Directive budget, for a total construction budget of $879,780.

The purpose of this project is to recoat the interior of the Hwy 3 Water Plant Ground Storage Tank and perform structural repairs.

Twelve (12) sealed bids for the project were received on September 24, 2025 (Bid No. 25-042).  Clean Infusion, LLC sent a request to withdraw their bid before evaluations were completed by our consultant. Nova Painting, LLC was disqualified based on an incomplete bid.

Given the high possibility that the Ground Storage Tank roof replacement may be required, the engineering consultant recommends that the bid evaluations be based on the Total Bid equaling the Master Bid + Alternate No. 1.  Based on City’s A+B bidding method and bids and contract times received, M.K. Painting, Inc. submitted the lowest cost and time value bid of $827,400 with CFG Industries, LLC ranking second with same value total of $832,200. Upon reference checks of prior work experience, the engineering consultant is recommending awarding the contract to CFG Industries, LLC with a bid cost of $799,800 and 225 calendar days to completion.

FUNDING

{X} Funding in the amount of $879,780                      is available from Miscellaneous Utility Capital Projects Fund, 1055, with expenses charged to project expense string WT1802D-CONSTRUCT-CONSTRUCT-RS CASH.
