Consider and take action on a resolution authorizing a construction contract with Mar-Con Services, LLC for the St. Christopher Avenue Reconstruction Project (RE1702D), in an amount not to exceed $2,117,098, and authorizing the expenditure of an additional $251,950 for a construction work change directive budget and construction material testing services budget (Director of Budget & Project Management)

 

Council postponed, 7-0-0 with 1 absent, on December 12, 2017.

 

Background:

Approval of this resolution will authorize the award of the construction contract to Mar-Con Services, LLC for the construction of the St. Christopher Avenue Reconstruction Project, and authorize funds for a construction work change directive budget and construction material testing budget. 

 

The reconstruction of St. Christopher began as part of the FY2017 Street Reconstruction project.  The Street Reconstruction project is part of the Reinvestment program and is intended to begin a formal program to systematically replace streets and drainage as they wear out and/or become functionally obsolete. 

 

This project involves the reconstruction of St. Christopher Ave to a concrete curb and gutter roadway, approximately 2,200 linear feet in length, 28-foot wide and includes 6-foot sidewalk for the length of the street.  Also included is 2,770 linear feet of new water lines and improvements including the regrading of the ditch along Abilene Street.  Currently, St Christopher drains the Abilene-Bern-Boden neighborhoods and discharges under FM 270 with the Meadows neighborhood drainage.  With the concrete reconstruction of the roadway, the Abilene-Bern-Boden drainage will be taken directly under FM270 which will take that volume of flow under FM270 shared by the Meadows neighborhood; thereby, benefitting all drainage impacted neighborhoods.

 

Sealed bids for the project were received November 14, 2017 (Bid No. 18-009).  Mar-Con Services, LLC. submitted the lowest bid in the amount of $2,117,098.  Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation.  The FY2018 construction budget for St. Christopher is $2.53 million.

 

This item was presented to Council for award on December 12, 2017 at which time, several members requested other options and traffic counts for the roadway.  Daily traffic counts for southbound traffic from FM518 to FM270 is 1,700 vehicles and northbound traffic from FM270 to FM518 is 3,000 vehicles. Mar-Con bid prices are valid through the end of February.

 

Staff requests the approval of the award of the construction contract and authorization of funds, as follows:

 

1.  Construction contract with Mar-Con Services, LLC in the amount of $2,117,098.

2.  Construction work change directive budget in the amount of $211,710 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

3.  Construction material testing services budget in the amount $40,240.  The concrete and soil materials used in this project require testing in accordance with the contract documents, whereas the City is responsible to employ and pay for services of an independent testing laboratory.

 

Attachment 8 is a comparison between three options: (1) the proposed concrete curb and gutter roadway, (2) basic asphalt rehab, and (3) asphalt rehab with partial drainage improvements.  Current cost for each option as well as estimated total cost over the service lifetime are included.  Staff is recommending option 1 (concrete curb and gutter roadway to be constructed with the award to Mar-Con) based on the improved drainage, widening of roadway to standard 28-foot width, enhanced level of service for pedestrian traffic, roadway maintenance, and cost for 40-year service life.  

 

This project is anticipated to take 270 calendar days from the notice to proceed.
