Consider and take action on a resolution authorizing a Professional Services Agreement with Sander Engineering Corporation for the design, bid, and construction phase services related to the Bay Colony 2 Parkside Lift Station Relocation Project (WW2601) in an amount not to exceed $247,388  (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize a Professional Services Agreement with Sander Engineering Corporation for the design, bid, and construction phase services related to the Bay Colony 2 Parkside Lift Station Relocation Project (WW2601) in an amount not to exceed $247,388.

The proposed Grand Parkway (SH 99) IH 45 westbound Direct Connector alignment requires the City to relocate the existing Bay Colony 2 Parkside Lift Station prior to roadway construction which is anticipated to begin in 2028.  The current lift station site and access easement will be acquired by TxDOT (See Attachment 1).   The relocation scope includes the purchase of a new site north of the Magnolia Creek; design, bid and construction of a new lift station; and relocation of existing force main and gravity lines currently entering and exiting the lift station.  A new force main will also need to be installed across and along the Grand Parkway right-of-way in a new location that will not conflict with TxDOT construction.  

TxDOT has provided to the City a Notice of Required Accommodation (NORA) letter (See Attachment 2) so City can begin preliminary utility relocation activities such as design and land acquisition.  This NORA letter is to be followed by an all-cost reimbursable Standard Utility Agreement to be signed by TxDOT and the City defining timeline, costs, and other arrangements (See Attachment 3).  

The new lift station site north of Magnolia Creek may require acquisition of an access route to the site, installation of an odor control unit, and a generator.  These will be coordinated with TxDOT during design as related to their eligibility for full reimbursement or as add-on betterments.  Current station does not have odor control nor a generator.   Council will be informed of this as we further develop the final location for the new lift station.        

Sander Engineering Corporation scope includes preliminary and final design, bid phase, and construction phase services.  Project fees breakdown is as follows:

Design to be completed within 240 days after notice to proceed, excluding City and TxDOT review periods.  The pre-design construction estimate is $1.736M excluding the possible odor control unit and generator add-ons.  Estimate will be updated throughout the design phase.

FUNDING
