Background:

Approval of this item will ratify the contract with Brooks Concrete, Inc. for the urgent repair of slope paving at the Bay Area Blvd Bridge located at Magnolia Creek in an amount not to exceed $70,992.

 

This slope paving repair was initially identified during a TxDOT off-system bridge inspection conducted on December 7, 2021. Off-system bridge inspections cover local bridges that are not part of the TxDOT roadway network. These inspections provide municipalities, counties, and other local entities with information needed to identify and prioritize bridge repairs that help ensure local roadway safety.

 

At the time of inspection, the slope paving at Magnolia Creek Bridge was classified as a Level 3 action item, recommended for completion within 24 months. A follow-up inspection in late 2023, combined with the findings from the 2021 inspection, resulted in a total of 75 follow-up action (FUA) items for the City’s 39 local bridges.

 

The majority of these FUAs were minor in nature, for example, issues related to signage, roadway markings, approach repairs, minor guardrail work, and incidental slope paving repairs. Of the 75 FUAs, 73 were completed by City crews within the inspection period. The remaining two items were:

 

1.                      Summer Place, which is included in an ongoing bond project, and

 

2.                      Magnolia Creek Bridge slope paving, which is the subject of this agenda item and was completed on November 21, 2025.

 

The repair was escalated to urgent status after TxDOT conducted a follow-up scour evaluation on October 24, 2024. Subsequent discussions with TxDOT staff informed the City that the repair would be classified as a Level 2 Repair, with a recommendation to complete the work within six months.

 

City staff initially intended to complete the repair before the 2025 Hurricane Season; however, this proved impractical. The work required installation of a low-water crossing within the Magnolia Creek floodway, which introduced potential drainage impacts during the construction period. This constraint made timing a critical factor, leading staff to delay the repair until after the 2025 hurricane season. Prior to the decision to wait until after hurricane season, Staff requested quotes and received one proposal from HOG Construction in the amount of $110,791.64.

 

The first viable construction window occurred in November 2025. To take advantage of favorable weather conditions and available contractor resources, staff elected to self-perform the site preparation, including installation of the low-water crossing, and to utilize the City’s city-wide concrete contract (Brooks Concrete, Inc. Contract No. 3250340) to complete the slope paving.

 

This urgent repair will be charged to the Annual Stormwater Improvements program (RE1803) in the CIP, which has a $200,000 budget for FY2026.
