Title

Consider and take action on a resolution authorizing Change Order 3 to the construction contract with B&D Contractors for the Lobit Park Phase 1 Project (PK2206), in an amount not to exceed $69,517.75 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize Change Order 3 to the construction contract with B&D Contractors, Inc for the Lobit Park Redevelopment Project Phase 1 (PK2206) in an amount not to exceed $69,517.75.

 

The purpose of this project is to continue to upgrade the City’s existing park facilities as outlined in the 2017 Parks, Trails, and Open Space Plan.   The 27.54-acre Lobit Park was accepted in an interlocal agreement with the Galveston County on February 8, 2022, to be owned and operated by City of League City effective October 1, 2022. 

 

The scope of work in this Phase 1 construction contract includes the following major upgrades/renovations:

1.                     Grading and resurfacing of the baseball infield and outfield playing surfaces to include irrigation.

2.                     Renovation of the baseball field amenities including new fencing, backstop, dugouts, bullpen areas, upgrades to the field lighting and connections for a new scoreboard.

3.                     Repairs to the pedestrian bridge at the northern pond.

4.                     Resurfacing the existing tennis court to provide 6 pickleball courts. It will include netting, perimeter fencing, lighting and access from the parking lot.

5.                     Upgrading the Park’s electrical system to include TNMP bringing 3-phase power service from approximately 3,000 feet away and installing a pad-mounted transformer in the Park. Contractor to tie in new system to the rest of the park amenities.

6.                     Bringing an 8-inch waterline from north of FM 646 into the Park to replace an old WCID water service coming from offsite.

7.                     General sidewalk improvements for connectivity around the baseball field and connection to the pickleball courts.

8.                     General site security lighting along the main driveway.

 

To date, 2 change orders have been approved Administratively.  They are:

Change Order 1 ($29,519.85) - Soft soil condition and high water table were encountered during the installation of the 8-inch water line across FM 646.  A Well Pointing system was required to stabilize the soil and lower the water table to install the waterline and steel casing near the park entrance at FM 646. This existing drainage network in this area tends to hold significant water.  Staff is working with TxDOT to regrade and improve the TxDOT outfall channel drainage conditions. 

 

Change Order 2 ($19,697.93) - During the augering for the placement of concrete foundations for the  light poles, contractor encountered significant sand layer in the soil.  This required installation of permanent steel casings in the ground to pour the concrete foundations.

 

Proposed Change Order 3 ($69,517.75) -   This change order includes, among other things, additional gates at dugout fencing per revised drawings, removal of some fencing, slurry installation of foundations for backstop poles due to poor soil conditions, additional concrete work, additional site grading, relocation of irrigation valve boxes, removal and replacement of sidewalks, placement of new asphalt roadway, installation of water service line and hose bib, additional grading to improve site drainage, etc.  Change order provides some credits and deletions.  For more details see explanations on Change Order 3 Form. 

 

The contractor has also performed additional work for the City at no cost. This includes: demolition of the pedestrian bridge once it was determined to be structurally unsound, installation of an earthen bridge to the island to provide access for Parks staff to mow, modification of sidewalk alignment due to ADA slope issues in parking lot, and installation of pitching mounds in the bullpen area.

FUNDING

{X} Funding in the amount of $69,517.75 for Change Order 3 is available from the construction contingency, fund 3010, 4B funding, with expenses charged to project expense string PK2206 - CONSTRUCT-CONST 1-4B.

 

Prior funding for Change Orders 1 & 2 totaling $49,217.78 were also funded with the construction contingency with expenses charged to project expense string PK2206 - CONSTRUCT-CONST 1-4B.
