Title

Consider and take action on an Ordinance to set a 35 miles per hour (mph) speed limit along Hobbs Rd between Ervin St and Patagonia St, a distance of approximately 1.78 miles (Executive Director of Development Services)

 

Staff requests approval on first and final reading.

 

Background:

Approval of this item will set a 35-mph speed limit along Hobbs Rd between Ervin St and Patagonia St. Exhibit A shows an aerial of the study corridor.

 

The existing speed limit on Hobbs Rd between Ervin St and Patagonia St is 30 mph. A speed zone study was performed to evaluate the existing speed limit on Hobbs Rd in the study section based on guidelines and standards from the Manual on Uniform Traffic Control Devices, 11th Edition (MUTCD).

 

Data collection for the speed zone study included site investigation, traffic volume and spot speed data (provided in Exhibit B) and crash data (provided in Exhibit C).

The existing speed limit along the study section is 30 mph and the 85th percentile speed was estimated to be 45 mph.

 

Based on engineering judgment and data analyzed (sight distance, crash data, and speed data), the study recommends increasing the speed limit along the study section from 30 mph to 35 mph. This adjustment aims to better align the posted speed limit with observed driving speeds, which could improve driver compliance. It is not recommended to increase the speed limit above 35 mph at this time, based on the roadway context of the study section that includes 1) high incidence of crashes along this study section and 2) the fact that Hobbs Road terminates just south of Patagonia St. Once Hobbs Road extension to FM 517 is complete, Staff will reevaluate this segment to determine if another speed limit adjustment is warranted.

 

Staff requests a first and final reading of the proposed ordinance.
