Consider and take action on a resolution authorizing a construction contract with Statewide Traffic Signal Company for the Traffic Signal Reconstruction at Lawrence Rd and Village Way Project (RE1703B) in an amount not to exceed $444,834.08; authorizing an additional $44,483.00 for a Work Change Directive budget; and authorizing a construction material testing services contract with Terracon Consultants Inc. in an amount not to exceed $15,320.00, for a total construction budget of $504,637.08 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of the construction contract with Statewide Traffic Signal Company for the Traffic Signal Reconstruction at Lawrence Rd and Village Way Project(RE1703B), in an amount not to exceed $444,834.08, authorizing an additional $44,483 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $15,320 for a total construction budget of $504,637.08
The traffic signal at this intersection (Lawrence at Village Way) was identified for replacement due to the following reasons:
1. Bring the signal up to the current approved standards which assist with the safe and efficient movement of vehicles and pedestrians.
2. Beautify the City by converting the current span wires that the signals currently hang to new mast arms.
3. Improve infrastructure resilience during storms and hurricanes, which will allow traffic signals to be back in operation in a shorter amount of time after a storm.
4. Reduce maintenance cost and emergency call outs for service.
5. Project also includes adding a southbound to eastbound left-turn lane.
6. Project includes traffic control to construct the left-turn lane as well as the new signal equipment. This is to minimize and control disruptions to school and normal traffic.
Six (6) sealed bids were received on February 9, 2026 (Bid No. 26-005). Based on the City’s A+B bidding method and bids and contract times received, Statewide Traffic Signal Company submitted the lowest and responsible and responsive cost value bid in the amount of $444,834.08 and 220 calendar days. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.
