Background:
Approval of this item will authorize the agreement with Hog Construction Services for the urgent repair of a 30-inch storm water outfall pipe located at 510 Harborside Way in an amount not to exceed $80,267.
This urgent repair addresses a failed 30-inch corrugated metal storm water outfall pipe located at 510 Harborside Way. The failed CMP pipe is approximately 40-years old and has surpassed its expected service life. The failure occurred within a public easement in a residential backyard creating multiple complications that include difficult access, sloped backyard, potential bulkhead damage, and a tidal influenced harbor. The repair is considered urgent due to on-going safety issues, the potential of further property damage that could significantly increase the cost of the repairs, and the need to complete the repair before the upcoming hurricane season. The repair replaces approximately 60 ft of CMP storm pipe from the existing manhole structure to the bulkhead.
Staff faced difficulty in finding contractors to provide proposals due to the aforementioned complications associated with the repair. Two contractors responded to evaluate the repair conditions but refused to provide a quote due to the difficulties of performing the repair and on-going workloads. Hog Construction Services provided an acceptable plan to execute the repair and a fair market price quotation. Site restoration (fence and lawn) is not included and will be performed by Public Works.
This emergency repair will be charged to the Annual Stormwater Improvements program (RE1803) in the CIP, which has a $200,000 budget for FY2025.
In an effort to reduce the increasing number of emergency repairs associated with CMP storm water outfalls that discharge to local saltwater bodies, staff identified approximately 20+ locations with similar conditions and era of construction. Staff will propose an annual program in the FY26-FY30 CIP to evaluate and address these locations over an extended period of time.
