Consider and take action on a resolution authorizing a Professional Services Agreement with Halff Associates, Inc. (Halff) for the design, bid, and construction phase services related to the Heritage Signature Trail (PK2302) in the amount not to exceed $270,160. (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a professional services agreement with Halff Associates, Inc. for the design, bid, and construction phase services for the Heritage Signature Trail (PK2302) in the amount not to exceed $270,160.
Project scope is to develop construction plans and specifications for 8’ trails and 6’ or wider sidewalk/trail within the approved alignment along Coryell Street, Kansas Avenue, and Satsuma Street. Major components of the project include:
- Tie-in to existing sidewalk at northwest corner of Coryell Street at Michigan Avenue.
- On-street 8’ trail with designated roadway striping, signage, barriers, on Coryell Street between Michigan Avenue and Kansas Avenue, with Coryell Street becoming one-way in this section.
- Place 6’ or wider sidewalk/trail along east side of Kansas Ave. within City right-of-way between Coryell Street and Satsuma Street.
- If possible, place 8’ trail in City right-of-way along Satsuma Street between Kansas Avenue and Heritage Park.
- If possible, place 8’ trail in City right-of-way along Kansas Avenue north of Satsuma Street, ending at the proposed Kansas Avenue Kayak Launch in the northwest section of the Kilgore Tract and adjoining the proposed Kilgore Tract Trail that will connect the Kilgore Tract Kayak Launch and Heritage Park.
- Crosswalk adjustments and signage along the trail route.
- Trailheads located at each of the parks.
- Where trails are not located on existing streets via striping and traffic diversion devices, the trail surfacing may vary to meet particular requirements of the area.
- Traffic Engineering studies by City and consultant for 1) All-Way stop intersection at Coryell & Kansas (City) and 2) converting Coryell Street to one-way between Michigan Ave. and Kansas Ave. (Consultant), respectively.
- Amenity Signage.
This project is a Signature Trail identified in the 2017 Parks, Trails, and Open Space Master Plan. It would provide an important series of connections between several streets within the Historic District, as well as provides a connection between end of an existing sidewalk at northwest corner of Coryell Street and Railroad Ave. which is near the League Park, Heritage Park, and Kilgore Park. The trail will provide a safer route to all three parks within the Historic District. Due to current complications with UP Railroad not allowing any City trail to encroach into their ROW and a narrow road ROW, the trail on Railroad Ave. is moved to a future phase. Meanwhile, the portion of Railroad Ave. between League Park north to Coryell will remain a shared use facility; vehicles, bike, and pedestrians. Thus far for this project, the City staff and consultant have conducted two (2) public outreach events to establish a path forward with the residents in the Historic District. Conceptual Pre-Design Construction Cost Estimate is $1 million (See Attachment 5).
Halff Associates will provide design, bid & award, and construction phase services, as summarized below:

Design phase is proposed to be completed within 275 days, excluding City and other agencies review and approval periods. Construction is anticipated to begin in calendar year 2026.
