Consider and take action on a resolution authorizing a professional service agreement with Tanko Streetlighting, Inc. for streetlight inventory conditions, utility negotiations & acquisition support in an amount not to exceed $472,184 (Assistant Director of Public Works - Operations, Director of Public Works, and Executive Director of Development Services)
Background:
Approval of this item will authorize a professional service agreement with Tanko for streetlight inventory conditions, utility negotiations & acquisition support in an amount not to exceed $472,184. This project was approved in the current FY2026-2030 Reinvestment CIP. The scope of work includes a citywide inventory and condition audit of all streetlight assets, a billing inventory review, an appraisal of the existing Texas-New Mexico Power (TNMP) streetlight system, and technical assistance with negotiations related to potential acquisition of utility-owned streetlights. This agreement does not obligate the City to purchase any utility-owned streetlights; any acquisition recommendations would be brought back to City Council for separate consideration and action.
The City’s existing streetlight fixtures are owned and maintained by a combination of Texas-New Mexico Power (5,804), CenterPoint (791), and the City of League City (54). A complete and accurate inventory is necessary to assess system value, resolve billing discrepancies, and assist the City in evaluating the possible acquisition of utility-owned streetlights, which is in the City’s long-term financial and operational interest. Even if the City elects not to proceed with acquisition, the inventory and billing review will provide a current GIS-based asset map and support correction of any over/under-billing by the utilities.
Tanko has a successful history of streetlight acquisitions and has completed preliminary streetlight studies for the City and is an approved consulting firm under the City’s current Streetlight Infrastructure Planning & Engineering Design Service Discipline, selected through the City’s qualifications based RFQ process. The proposed agreement will provide the technical information and negotiation support needed for the City to make informed decisions regarding future ownership and management of its streetlighting infrastructure.
Tanko’s scope includes two major technical tasks. The first task is for the streetlight inventory audit (including City, CenterPoint, and TNMP owned facilities), billing inventory review, field conditions assessment, and appraisal of all streetlights owned by CenterPoint and TNMP. The second task is to support the City through negotiations and due diligence related to potential streetlight asset acquisition from TNMP. This negotiation task can run somewhat concurrently with the inventory and appraisal work so that preliminary meeting with TNMP may take place while the technical evaluation is underway.
Staff recommends approval of this agreement.
